我国普惠性民办园支持政策的现状、问题及其完善建议——基于对34份相关政策文本的分析 被引量:13

摘要 普惠性民办园支持政策是普惠性民办园发展的重要推动力。本研究以我国东、中、西部18个省级单位的34份普惠性民办园支持政策文本为研究对象,运用NVivo 11质性分析软件编码形成政策文本的分析框架,从筛选认定、财税支持、教师支持、监管评估和动态退出5个方面对支持政策的现状与主要问题进行分析。结果发现,普惠性民办园支持政策总体较好,但同时存在着认定条件缺乏科学适宜性、支持力度较小等问题。今后政府应进一步把握普惠性幼儿园的核心属性,增强认定条件的科学适宜性;丰富支持手段,提高支持标准,保障主体层级,切实加大财政投入力度;重视对普惠性民办园教师的支持,助推普惠性民办园质量提升;以促进普惠性民办园健康稳定发展为导向,进一步完善动态退出政策。 The support policy for inclusive private kindergartens is an important driving force for the development of inclusive private kindergartens.This study took 34 support policy texts of 18 provinces in the east,middle and west of China as the research object,used NVivo11 qualitative analysis software to form the analysis framework of policy texts,and analyzed the current situation and main problems of supporting policies from five aspects:screening and identification,fiscal and tax support,teacher support,regulatory evaluation and dynamic withdrawal.It is found that the support policies for inclusive private kindergartens in all provinces are generally good,but there are also some problems,such as lack of scientific suitability of identification conditions,small support and so on.Therefore,it is suggested to grasp the core attributes of inclusive kindergartens and enhance the scientific suitability of identification conditions.The government should effectively increase financial investment by enriching support means,improving support standards and responsibility.More importance should be attached to the support of teachers in inclusive private kindergartens to promote the quality of inclusive private kindergartens.It also needs to improve the dynamic exit policy guided by promoting the healthy and stable development of inclusive private kindergartens.
