摘要
村镇银行作为新型农村金融机构担负着农村金融改革的重要使命,但是经过十多年发展后,村镇银行呈现出发展减缓、发展质量两极分化等一系列的问题。本文以具有典型性的纵向单案例为研究材料,以主发起行、市场定位、风控手段、运营机制四个角度为视角切入,对案例银行改换主发起行前面临的问题及改换主发起行后运用的解决方法进行详尽分析。在此基础上,对村镇银行的发展新思路提出对策建议。研究发现,村镇银行想要走出困境实现新的发展必须具备优秀的主发起行并实现市场定位小微化、风控手段专业化、运营机制市场化。
As a new rural financial institution, rural banks shoulder the important mission of rural financial reform. However, after more than ten years of development, rural banks show a series of problems, such as slow development, polarization of development quality and so on. This paper takes the typical vertical single case as the research material, and makes a detailed analysis of the problems faced by the case bank before changing the main issuing bank and the solutions used after changing the main issuing bank from the perspectives of the main issuing bank, market positioning, risk control means and operation mechanism. On this basis, this paper puts forward countermeasures and suggestions for the new development ideas of rural banks.The study found that if rural banks want to get out of the dilemma and achieve new development, they must have excellent main issuing banks and realize the marketization of market positioning, specialization of risk control means and marketization of operation mechanism.
