Theory and Practice of the Ethical Governance on Science and Technology

我国科技伦理治理进入新的发展时期,加强理论研究具有重要的意义。本文通过对科技发展带来的伦理及社会问题的历史考察,指出由于新兴技术发展带来的伦理问题与相关的法律、社会问题紧密缠绕在一起,涉及的社会角色增多,需要以新的方式解决,这带来了伦理治理的新思想。科技伦理治理的思想成熟于生命科学的伦理治理,在负责任研究与创新思想和理论框架推进下得到进一步发展。本文以科技伦理治理是对科学技术的全过程的治理为基础,阐述了科技伦理治理及科技伦理治理体系的含义及特点、,提出了一个科技伦理治理体系的理论框架,对未来我国科技伦理治理建设提出了若干建议。

The ethical governance of science and technology in China has entered a new period of development,and it is of great significance to strengthen theoretical research.Through the historical investigation of the ethical and social problems brought by the development of science and technology,this paper points out that the ethical problems brought by the development of new technology are closely intertwined with the relevant legal and social problems,involving more social roles and requiring new way of solutions,which brings new ideas of ethical governance.The ethical governance of science and technology is mature in the ethical governance of life science and has been further developed by the thought and theoretical framework of responsible research and innovation.Based on the view that ethical governance of science and technology is for the whole process of science and innovation,this paper expounds the meaning and characteristics of ethical governance for S&T and its system,puts forward a theoretical framework of ethical governance system for S&T,and puts forward some suggestions for the construction of ethical governance for S&T in China in the future.
