A Century of Practice and Innovation of“Policy Pilots”with Chinese Characteristics

“政策试点”是中国共产党治国理政的重要方法。这一方法在中国共产党的革命、建设和改革历程中的演进历经了典型试验、摸着石头过河、顶层设计与基层探索互动三个阶段。中国共产党运用和坚持“政策试点”的主要经验集中体现为:坚持和加强党的集中统一领导、改革开放以来领导体制的稳定和公共政策的连续性、根据时代发展不断推进政策试点的理论与实践创新。改革开放以来所取得的“中国式奇迹”已然证明了采用“政策试点”方法的正确性。新时期创新发展“政策试点”,需要推动顶层设计和基层探索良性互动、处理好改革试点与全面依法治国的关系、坚持以人民为中心的价值理念。

“Policy pilot projects”are an important method for the Chinese Communist Party to govern the country.The evolution of this method in the course of the revolution,construction and reform of the Communist Party of China has gone through three stages:typical experiments,crossing the river by feeling the stones,top-level design and grassroots exploration and interaction.The main experience of the Communist Party of China in applying and adhering to the“policy pilot”is embodied in:upholding and strengthening the party’s centralized and unified leadership,the stability of the leadership system since the reform and opening up,the continuity of public policies,and the theory and practice of continuously advancing policy pilots according to the development of the times Innovation.The“Chinese miracle”achieved since the reform and opening up has already proved the correctness of the“policy pilot”approach.The innovative development of“policy pilot projects”in the new era requires the promotion of benign interaction between top-level design and grassroots exploration,the relationship between reform pilot programs and the comprehensive rule of law,and adherence to the value concept of putting people at the center.
