欧盟化妆品中CMR物质监管情况及其对我国的启示

Supervision of CMR Substances in European Cosmetics and Its Enlightenment to China

以2019年欧盟委员会发布的关于CMR物质修订案为研究对象,对其中应引起关注的14种物质进行了重点介绍,比较它们在我国化妆品相关法规中的管理情况。经分析,基于保护消费者化妆品使用安全的基本原则,有必要对我国化妆品相关技术法规进行制修订。建议制定我国CMR物质的管理规定和禁限用原料清单,进一步规范化妆品原料的技术要求,以期对我国化妆品产业及企业带来积极影响。

The amendments on CMR substance issued by the European Commission in 2019 were chosen as objects,the 14 substances that should be concerned within were highlighted,and their management status was compared with those of cosmetics-related regulations in China.Based on the basic principle of protecting the use safety of cosmetics for consumers,it is necessary to formulate and revise the technical regulations related to cosmetics in China.It is suggested to formulate the management regulations on CMR substances and the list of prohibited and restricted raw materials in China to further standardize the technical requirements of cosmetic raw materials,so as to bring positive influence to the cosmetics industry and enterprises in China.
