摘要
中国空间系统的蓬勃发展对卫星体系顶层规划提出了更高要求,如何统筹用户应用需求和卫星系统发展,科学设计中国空间系统是亟需解决的问题。文章提出了面向应用需求的天地一体化协同规划技术,从用户需求入手开展分析和卫星体系方案设计,在考虑用户任务需求和天地约束的情况下进行任务协同规划,通过规划结果完成对用户需求满足情况的分析并进一步迭代优化。协同规划技术是一种体系论证分析方法,通过该技术实施的体系方案论证可以使卫星执行效果在最大程度上对用户需求给予满足,既保障了用户利益,又保障了卫星效益最优化。该技术弥补了卫星任务规划对用户需求关注不足的问题,填补了空间系统体系论证中需求分析与体系设计结合论证的技术空白。
The booming of China′s space system has put higher requirements for the top-level planning of the satellite system. How to give consideration to both user needs and satellite system development, and to realize the long-term comprehensive development of China′s space system is an urgent matter to be solved. A space-ground integrated collaborative planning method is proposed in this paper. It carries out satellite system design from user needs, and develops the space-ground integrated collaborative planning by considering user task and space-ground constraints. The planning result helps to further iterative optimize the space system in order to meet user requirements better. This method is a system demonstration method. By using this method,the implementation effect of the satellite system can not only meet the maximization of user interests, but also ensure the optimization of satellite benefits. This method makes up for the problem of insufficient attention to user interests in satellite mission planning and fills the technical gap of the combination of requirement analysis and system design in space system demonstration.
