“国家-社会”关系视角下我国青少年体育治理研究

Research on the Governance of Youth Sports in China from the Perspective of the “State-Society” Relations

"十四五"体育发展规划中,国家提出体育整体发展要形成政府主导有力、社会充满活力、市场规范有序、人民积极参与的新格局。在此背景下,从"国家-社会"关系视角分析我国政府、社会、市场在参与青少年体育治理过程中权力、话语和制度间的关系,展开对青少年体育的治理研究。我国政府应对青少年体质健康的努力,总体上经历了全能治理、威权治理、依法治理到多元治理的变迁,其主要特征表现为:在青少年体育治理过程中,"国家"与"社会"在权力、话语和制度3个维度上一直处于动态的博弈,无法有效调和,导致政府、社会、市场在现阶段协同治理过程中始终无法超越碎片化矛盾和冲突的困境。为了改善治理绩效,构建青少年体育各治理主体协同发展、彼此合作的新型模式,在"强国家-强社会"价值导向下,从权力结构优化、话语体系建构、治理制度完善等方面探索青少年体育治理路径,为实现青少年体育善治提供一种选择。

In the “14th Five-Year Plan” for sports,China proposes that the overall development of sports should create a new climate featuring strong leadership by the government,social vitality,a well-regulated market,and active participation by the people.In this context,this paper,from the perspective of the“state-society”relations,analyzes the relations among the power,discourse and institution of the government,society and market when they participate in the governance of youth sports.The Chinese government’s efforts to improve the physical health of the youth have generally shifted from omnipotent governance,authoritarian governance,law-based governance to a multiple approach to governance.The main characteristic is that in the governance of youth sports,the“state”and“society”have always been in a dynamic game in terms of power,discourse and institution,which don’t harmonize well with each other.As a result,the government,society and market have been unable to overcome the dilemma of fragmentary contradictions and conflicts in the current collaborative governance.In order to improve the governance of youth sports and develop a new governance model of coordinated development and collaboration,this paper,under the value orientation of“stronger nation and stronger society”,explores the approach to the governance of youth sports from the aspects of optimizing the power structure,establishing a discourse system and improving the governance system,with a view to shedding light on sound governance of youth sports.
