Biden Administration s International“United Front”to Contain China:Motivations,Approaches and Prospects

拜登执政以来,加剧战略竞争依旧是美国对华政策的主旋律。在此背景下,拜登政府的对华战术选择是构建遏制中国和平崛起的制华“统一阵线”。拜登政府构建制华“统一阵线”,实际上是美国霸权相对衰落下实施对华战略竞争的重要选择。拜登总统及其外交政策和国家安全团队成员乃至重要智库的政策精英均坚信凭借该“统一阵线”能够使美国在对华战略竞争中保持实力、规则和价值观“三重优势”。就拜登政府构建制华“统一阵线”的路径而言,美国主要从安全、经济、科技和价值观上联合盟友伙伴推进对华战略竞争。尽管拜登政府致力于从诸多路径构建制华“统一阵线”,但其未来仍将面临一定的阻力与挑战,毕竟美国的政治领导能力仍显颓势,许多盟友伙伴不愿在中美之间“选边站队”,而中国政府必将坚定、理性而灵活地采取有效措施予以反制。

Since Biden President took office,intensifying strategic competition has remained as the main theme of the U.S.policy towards China.Against this background,the Biden Administration s tactical choice for China is to build an international“United Front”to contain China s peaceful rise.In fact,the Biden Administration s construction of the“United Front”is an important choice for the implementation of strategic competition with China in the context of the relative decline of the U.S.hegemony.President Biden and members of his foreign policy and national security teams,as well as policy elites in key think tanks,are convinced that the“United Front”will enable the U.S.to secure a triple advantage including strength,institutions and values in its strategic competition with China.In terms of the Biden Administration s approach to building the“United Front”,the U.S.has primarily united its allies and partners in fields of security,economy,technology and values.Despite Biden Administration s commitment to building the“United Front”through several approaches,it will still face certain resistance and challenge in the future,as the U.S.political leadership is still in decline,and many of its allies and partners are unwilling to“choose sides”between the U.S.and China,and the Chinese government will also take effective measures to counter it in a firm,rational and flexible manner.
