摘要
竞争是国际关系永恒的主题。“印太战略”下,美国将中国视为首要竞争对手。“蓝点网络”计划是美国在海外基础设施建设领域压制“一带一路”的主要依托,以东南亚和南亚为主要竞争方向。“蓝点网络”计划从舆论、推进空间和发展环境三个层面制约“一带一路”发展,核心为基础设施建设标准、融资透明度以及项目可持续性。然而“蓝点网络”计划的推行面临着现实的问题,包括执行细节缺失、资金供应能力不足、对东道国需求认识不清晰、内部离心力大等。在此基础上,本文为中国如何更好推进“一带一路”提出了三点对策:第一,增强舆论引导与舆情管控以减少负面舆论;第二,提升基建标准和坚持绿色丝路以增强吸引力;第三,在非争议领域与美国合作以缓和竞争。
Competition is a constant theme in international relations.Under the“Indo-Pacific Strategy”,the U.S.sees China as its primary competitor and has been suppressing it in several areas.The“Blue Dot Network”is the main basis for the U.S.to suppress the Belt and Road Initiative in the field of overseas infrastructure development,with Southeast Asia and South Asia as the main competitive directions.The“Blue Dot Network”initiative is aimed at suppressing the Belt and Road Initiative at three levels:public opinion,space for advancement and the environment development,focusing on issues such as infrastructure construction standards,transparency in financing and project sustainability.However,the implementation of the“Blue Dot Network”faces problems including the lack of implementation details,insufficient financial capacity,unclear understanding of the needs of the host country,and internal centrifugal forces.Therefore,this paper proposes three countermeasures for China to promote the Belt and Road Initiative better:firstly,enhance public opinion guidance and reduce negative public opinion;secondly,improve infrastructure standards and adhere to the Green Silk Road to enhance attractiveness;and thirdly,cooperate with the U.S.in non-controversial areas to mitigate competition.
