马克思未来社会土地所有权理论视域下宅基地退出机制构建

Construction of Homestead Exit Mechanism from the Perspective of Marx’s Theory of Land Ownership in the Future Society

农村“空心村”、一户多宅、宅基地闲置等现象普遍存在,构建与完善宅基地退出机制势在必行。马克思未来土地所有权理论认为未来土地所有制方向是从集体所有制向国有制发展。在该理论的指导下,宅基地退出必须坚持以人民为中心,坚持土地国有化的方向,坚决反对和制止宅基地私有化倾向。以此为原则,宅基地退出机制构建应该包括教育宣传措施、激励补偿措施、约束惩戒措施、配套保障措施等内容。

“Hollow Village”,multi-house family,idle homestead and other phenomena are widespread in rural areas.It is imperative to construct and perfect the exit mechanism of homestead.According to Marx’s theory of future land ownership,the direction of future land ownership is from collective ownership to state ownership.Under the guidance of this theory,homestead exit must adhere to the people-orientation,adhere to the direction of land nationalization,resolutely oppose to stop homestead privatization trend.Based on this principle,the construction of homestead exit mechanism should include educational publicizing measures,incentive and compensation measures,restraint and disciplinary measures,supporting security measures and so on.
