新结构经济学视角下乡村振兴实现模式与路径选择——基于黔苏浙三地案例的比较

Rural Revitalization Mode Selection and Path Selection from Perspective of New Structural Economics:A Comparison on Cases of Guizhou, Jiangsu and Zhejiang Provinces

全面推进乡村振兴战略、实现农业农村现代化需要选择适宜的模式和可行的实现路径。借鉴新结构经济学的基本原理,构建乡村振兴模式与路径选择分析框架,揭示不同地区乡村振兴实现模式与路径选择的内在逻辑,并运用贵州湄潭县、江苏江宁区、浙江安吉县三地的案例加以佐证。研究表明,乡村振兴实现模式与路径由地区的乡村资源禀赋结构决定;差异化的禀赋结构形成差异化的比较优势发展战略,包括乡村核心功能选择与主导产业甄别;遵循新结构经济学理论逻辑,基于地方资源禀赋,挖掘乡村核心功能,充分发挥地方政府与市场合力,打造乡村主导产业是实现乡村振兴的一条可行路径。据此,从突出地方资源禀赋特色、明确乡村功能定位与振兴方向、甄别培育主导产业、优化农村营商环境等方面提出全面推进乡村振兴战略的政策建议。

To promote the strategy of rural revitalization comprehensively,realize the modernization of agriculture and rural areas,it is necessary to choose the appropriate model and feasible path.Based on the basic principles of new structural economics,an analysis framework was constructed for rural revitalization model selection,the internal logic and realization paths of rural revitalization in different regions were revealed.Evidence was showed based on three typical cases of Meitan County,Guizhou Province,Jiangning County,Jiangsu Province and Anji County,Zhejiang Province.It could be found that the realization mode and path of rural revitalization were determined by the structure of rural resource endowment.Differentiated endowment structure formed differentiated comparative advantage development strategy,including the selection of rural core functions and the screening of leading industries.Following the theoretical logic of framework of new structural economics,based on local resource endowment,excavating rural core function,and giving play to the joint efforts of local government and market to build rural leading industry was a feasible way to realize rural revitalization.Accordingly,policy recommendations were put forward to comprehensively promote rural revitalization strategy in terms of highlighting the local resource endowment characteristics,clarifying the rural function orientation and revitalization direction,identifying,and cultivating leading industries,and optimizing the rural business environment.
