我国参与南极科学研究委员会:进程、挑战与应对

China′s Participation in the Scientific Committee on Antarctic Research:Process,Challenges and Measures

南极科学研究委员会是国际科学联合会理事会下属的国际非政府组织,作为南极条约协商会议的咨询机构,在南极条约体系中具有重要地位。从出席会议、参加国际科学研究计划与提交报告的情况来看,我国参与南极科学研究委员会不够积极和深入。话语权较弱是我国面临的主要挑战,体现在担任领导职务的科学家不多,以及参与国际科学研究计划较少。加强南极科研水平,积极参与科学组与大型国际科学研究项目,增强与传统南极科研强国、拉美国家的科学合作,是提高我国在南极科学研究委员会中话语权的有效途径。

The Scientific Committee on Antarctic Research(SCAR)is an international non-governmental organization under the International Council of Scientific Unions.As an advisory body to the Antarctic Treaty Consultative Meeting,SCAR plays an important role in the Antarctic Treaty System.Judging from attending meetings,participating in the scientific research programs and submitting reports,China′s participation in SCAR is not active and deep enough.Weak discourse power is the main challenge facing China,which is reflected in the lack of scientists in leading positions and less participation in the scientific research programs.Strengthening the Antarctic scientific research,actively participating in the scientific groups and the scientific research programs,and enhancing scientific cooperation with traditional Antarctic scientific research powers and Latin American countries are effective ways to enhance China′s discourse power in SCAR.
