以患者为中心的卫生决策体系构建——基于个体与全民水平的思考

Patient-Centered Health Decision-Making System:Thinking from the Individual and the Population Levels

临床层面的患者参与是指患者个体参与临床治疗方案或与疾病管理密切相关的其他临床决策,全民层面的公众参与则是指公众通过委员会、公众代表等形式参与卫生政策的制定、通过及实施。基于理论分析和国际实践经验分别对我国两个层面卫生决策体系所面临的主要挑战进行分析,并在此基础上提出倡导和构建我国以患者为中心卫生决策体系的新构想。

Patient participation at the clinical level refers to patients’individual participation in clinical treatment programs or other clinical decisions closely related to disease management,while public participation at the national level refers to public participation in the formulation,adoption and implementation of health policies through committees and public representatives.Based on the theoretical and international practice experience analysis,it analyzes the main challenges faced by the two levels of the health decision-making system in China.On this basis,a new idea of advocating and constructing a patient-centered health decision-making system in China is put forward.
