农村产权交易市场的改革困境与路径选择——基于江苏省的实践

The Reform Dilemma of Rural Property Rights Exchanging Market and Its Path Selecting—Evidence from Jiangsu Province

建设农村产权交易市场是实现农业现代化、促进乡村振兴的重要手段。江苏省历时5年多建成的农村信息产权信息服务平台成为我国农村产权交易市场改革的重要标志性成果。江苏省在制定顶层设计和抓好改革重点难点任务上做足了文章,改革在规范农村产权交易、推进农村“三变”进程、提升乡村治理效率、破解产权抵押贷款方面具有显著作用,但是受限于农村熟人社会属性、外部环境制约、“自上而下”政策诱导建成体制、市场整合阻力等因素,改革并没有完全实现预期绩效。因此,应该严格落实国家农村产权交易市场改革要求,加强制度保障、推进体制改革,明确建设目标、健全市场服务功能,淡化行政色彩、明确政府和市场的界限,多途径培养专业人才。在借鉴江苏实践经验基础上,各地应结合自身实际精准施策。

The construction of rural property rights trading market is an important means to realize agricultural modernization and promote rural revitalization.The rural property rights information service platform built in Jiangsu Province over the last five years has become an important landmark achievement of the reform of China’s rural property rights trading market.Jiangsu Province have done well in developing top-level design and focusing on the key and difficult tasks of reform.The reform of rural property rights exchanging market plays an important role in the standardizing transactions in rural property rights,advancing the process of“three changes”in rural areas,improving the efficiency of rural governance,and promoting rights mortgages.But it does not fully achieve the expected goals,because of the rural acquaintance society,the environment,construction model,resistance to market consolidation and so on.It is necessary to reform regulations and systems,improve the platform,weaken administrative power,and cultivate professional talents.So if other provinces try to reference Jiangsu’s experience,it must be done with precision.
