国外先进实验室人员配置与经费情况对我国实验室建设运行的启示

Inspiration of foreign advanced laboratory staffing and funding for China’s laboratory construction and operation

实验室作为科技创新体系的重要组成部分,在支撑传统学科创新研发、推动新兴交叉学科形成发展、开展科学前沿探索和解决国家重大科技需求等方面具有巨大促进作用。经国内外对比研究,我国实验室行政人员和辅助人员配置比例均低于国外实验室,人均经费仅为欧美的1/3,人员费支出和基础研究支出低于欧美国家的平均水平。通过分析国内外先进实验室的人员配置、经费支持等方面做法,借鉴其管理模式,可以为我国实验室建设运行提供有益经验。

As an important part of the scientific and technological innovation system,the laboratory plays a great role in supporting the innovation and R&D of traditional disciplines,promoting the formation and development of emerging interdisciplinary disciplines,carrying out scientific frontier exploration and solving major national scientific and technological needs.Through comparative research at home and abroad,the proportion of laboratory administrative personnel and auxiliary personnel in China is lower than that in foreign laboratories,the per capita expenditure is only 1/3 of that in Europe and America,and the expenditure on personnel and basic research is lower than the average level in Europe and America.By analyzing the staffing and financial support of advanced laboratories at home and abroad and learning from the management modes,useful experience can be provided for the construction and operation of laboratories in China.
