基于SWOT分析法探索巩固与发展脱贫攻坚成果策略--以百色市那坡县为例

Exploring Strategies for Consolidating and Developing Key Achievements in Poverty Alleviation Based on SWOT Analysis--A Case Study of Napo County,Baise City

百色市那坡县是“老、少、边、穷”地区的典型代表,作为广西最后一批完成脱贫攻坚目标的县,其巩固与发展脱贫攻坚成果的任务十分艰巨。秉持“扶上马,送一程”的原则,运用SWOT分析法对那坡县的现状进行了深入的分析,得出了深入推进农村集体产权制度改革、精准解决造成当地困难群众生活负担的难题、利用好深圳市龙岗区和广西大学等单位对口帮扶的政策优势、做好边境线的“管”与“用”和开发地方特色旅游资源未来发展策略,对那坡县巩固与发展脱贫攻坚城固和全面实施乡村振兴战略具有重要的意义,可以作为“十四五”期间的重点发展方向进行谋划。

Napo county of Baise city is a typical representative of the“long-history,minority,frontier and poor”areas.As the last batch of counties in Guangxi to complete the goal of poverty alleviation,the task of consolidating and developing the achievements of poverty alleviation is very arduous.Adhering to the principle of“getting you on your horse and giving you another ride”,this paper makes an in-depth analysis of the current situation of Napo county by SWOT analysis,and draws the future development strategies on deeply promoting the reform of rural collective property right system,accurately solving the problems causing the living burden of local people in difficulties,making good use of the counterpart assistance of Longgang District of Shenzhen and Guangxi University,doing a good job in the“management”and“use”of borderline,and developing local characteristic tourism resources,which are of great significance to consolidate and develop the achievements of poverty alleviation and fully implement the rural revitalization strategy in Napo county,and can be planned as the key development direction during‘the 14th Five-Year Plan’.
