摘要
选用2008—2018年中国工业省级面板数据,基于价值链视角,分析正式环境规制和非正式环境规制对工业研发努力的影响。研究结果显示:正式环境规制对研发投入、新产品开发的影响呈显著倒“U”形,对专利产出的影响不显著;非正式环境规制仅对研发投入的影响呈显著“U”形,对专利产出及新产品开发的影响均不显著。经进一步研究发现,正式环境规制与非正式环境规制在影响研发投入的过程中还存在着显著互补效应,意味着在双重环境规制管制下,中国更易于实现科技、经济与环境的共同进步。
The provincial panel data of Chinese industry from 2008 to 2018 were collected.Based on the value chain perspective,the impact of formal and informal environmental regulations on industrial R&D efforts was analyzed.The research results show that:Formal environmental regulations have a significant impact on R&D investment and new product development in an inverted“U”shape,and have no significant impact on patent output.Informal environmental regulations only have a significant U-shaped impact on R&D investment,but have no significant impact on patent output and new product development.After further research,it is found that formal environmental regulations and informal environmental regulations have significant complementary effects in the process of affecting R&D investment.This means that under the dual environmental regulation and control,it is easier for China to achieve common progress in science and technology,economy and environment.
