新形势下两岸民间组织交流研究

A Research on the Problems and Countermeasures of the Cross-Strait Non-governmental Organization Exchanges under the New Situation

两岸民间组织是推动两岸交流与融合发展的重要载体。蔡英文上台后两岸民间组织交流面临包括制度性障碍、政治性障碍、机制性障碍、社会性障碍以及突发因素影响在内的诸多不利条件。当前,由于民进党当局拒不承认“九二共识”,两岸各领域互动受到较大影响,深化两岸民间组织交流就显得尤为重要。新形势下,应从强化对大陆涉台民间组织的扶持与引导、进一步提升与创新传统交流项目、破解民间组织交流制度性障碍、强化运用新媒体手段等角度着手,推动两岸民间交流行稳致远,为推动两岸融合发展、实现国家统一贡献民间力量。

The cross-Strait non-governmental organizations are an important carrier to promote the development of the cross-Strait exchanges and integration.However,their exchanges are facing many unfavorable conditions,including institutional obstacles,political obstacles,systematic obstacles,social obstacles and the influence of non-traditional factors under the new situation.At present,as the mainland has entered a new stage in promoting the cross-Strait peaceful reunification,we should focus on positioning and classifying Taiwan non-governmental organizations,supporting and guiding the mainland's Taiwan-related organizations and promoting and innovating traditional exchange projects in order to deepen their exchanges.On the other hand,we should do everything possible to follow with concern and energize young non-governmental organizations,clear and innovate institutional obstacles to their exchanges,and use and radiate new media means.Only in this way can we overcome unfavorable factors,promote the in-depth development of the exchanges,and contribute to the development of the cross-Strait integration and national reunification.
