高等教育中外合作办学区域布局动态变迁与演化机理

Evolutionary Mechanism and Adjustment Strategy of Regional Distribution of Chinese-Foreign Cooperation in Running Schools in Higher Education

高等教育中外合作办学区域布局直接影响区域高等教育国际化可持续发展。从组织生态学理论视角,以1991—2020年各省域高等教育中外合作办学面板数据为基础,运用社会网络分析法测算高等教育中外合作办学区域布局动态变迁发现,区域布局呈现分布空间广泛、集聚效应明显,地区分布不均等特征,并且逐渐由东部向中西部地区偏移。回归分析表明,省域高等教育基础、人均GDP、高等教育经费投入、人均可支配收入、国家政策实施等对高等教育中外合作办学发展具有显著正向影响。因此,高等教育中外合作办学系统与社会生态系统的协同作用、区域集群竞争与合作以及高等教育中外合作办学个体自我成长共同形成了高等教育中外合作办学区域布局的演化机理。中央、地方和高校层面要通力合作,以服务区域高等教育国际化发展战略为出发点,优化高等教育中外合作办学区域布局。

The regional distribution of Chinese-foreign cooperation in running schools in higher education directly influences the sustainable development of regional higher education internationalization.From the perspective of organizational ecology,based on the panel data of Chinese-foreign cooperation in running schools in higher education in each province from 1991 to 2020,this paper uses the social network analysis method to measure the dynamic changes of regional distribution of Chinese-foreign cooperation in running schools in higher education,the regional distribution is characterized by wide spatial distribution,obvious agglomeration effect and uneven regional distribution,and gradually shifts from the east to the midwestern region.The regression analysis shows that provincial higher education foundation,per capita GDP,higher education funding,per capita disposable income,national policy implementation and so on,have a significant positive impact on the development of Chinese-foreign cooperation in running schools in higher education.Therefore,the coordination of Chinese-foreign cooperation in running schools system and social ecosystem,regional cluster competition and cooperation,and the self-growth of Chinese-foreign cooperation in running schools individuals form the evolution mechanism of regional distribution of Chinese-foreign cooperation in running schools in higher education.The Central,local and university levels should cooperate with each other to optimize the regional distribution of Chinese-foreign cooperation in running schools in higher education from the point of serving the international development strategy of regional higher education.
