农村养老保险产品设计中的多主体博弈研究——基于农村地区土地流转

Research on Multi-agent Game in the Product Design of Rural Pension Insurance——Based onLand Transfer in Rural Areas

在农村土地“三权分置”的背景下,基于土地流转的养老保险产品可以有效保障老年农户养老水平和提高农地的使用效率。基于土地流转的养老保险产品主要涉及农民、农业公司和保险公司三个参与主体,构建这三个主体之间的两两演化博弈模型,分析博弈双方的策略选择动态变化过程。研究发现:加大政府对土地流转和基于土地流转的养老保险产品的补贴,提高参保收益,降低农业公司和保险公司的经营成本,减少土地流转和该保险市场的信息成本等效率损失,有利于三方向共同合作的状态演化。

In the context of the"three rights separation"of rural land,the pension insurance products based on land circulation could effectively guarantee the pension level of elderly farmers and improve the efficiency of farmland use.The pension insurance products based on land circulation mainly involved three participants:farmers,agricultural companies and insurance companies.This paper constructed a pairwise evolutionary game model between these three subjects,and analyzed the dynamic change process of the strategy choices of both parties in the game.The study found that:increase government subsidies for land transfer and pension insurance products based on land transfer,increase insurance benefits,reduce operating costs of agricultural companies and insurance companies,and reduce efficiency losses such as land transfer and information costs in the insurance market.Conducive to the evolution of the state of cooperation in the three directions.
