摘要 碳交易机制和双积分政策均为我国实现温室气体减排的重要手段,自实施以来取得了一定的成效,同时也存在着碳市场覆盖面不够大、积分市场违规处罚力度低等问题。为了进一步扩大减排效果,本文借鉴美国加利福尼亚州州政府的减排法案“零排放汽车”和“总量控制与交易”的成功经验,研究了加州本土企业特斯拉的碳交易案例,对比了国内外碳减排机制的差异,最终从双积分政策转化和碳市场建设两方面提出了建议,以期为国内减排机制的研究带来新的思路。 Both the carbon trading mechanism and the double-point policy are important means for China to achieve greenhouse gas emission reduction.Since implementation,certain results have been achieved.At the same time,there are also problems such as insufficient carbon market coverage and low penalties for violations of the points market.In order to further expand the effect of emission reduction,this article drew on the successful experience of the California state government s emission reduction act“zero emission vehicles”and“total control and trading”,it studied the carbon trading case of the local California company Tesla,and compared the differences in carbon emission reduction mechanisms at home and abroad finally it put forward suggestions from the two aspects of dual-point policy conversion and carbon market construction,in order to bring new ideas to the research of domestic emission reduction mechanisms.
