从“脱贫攻坚”到“乡村振兴”:过渡阶段的关键问题与应对策略

From Poverty Alleviation to Rural Revitalization:The Key Issues and Countermeasures in the Transitional Stage

在如期完成“打赢脱贫攻坚战”的整体任务之后,“十四五”时期我国农村工作的重点已向全面推进乡村振兴战略有机转变。脱贫攻坚为乡村振兴奠定了坚实的政治、政策、实践与发展基础,但在从脱贫攻坚到乡村振兴的过渡阶段,还存在认知博弈与思维转化、人才培育与政策设计等一系列的观念与实践问题亟待探讨与厘清。从国际反贫困理论模型与实践举措中汲取有益经验,我国在过渡阶段应做到“延续”与“突破”并重,坚定政策与法律的统筹引领、紧抓农村产业发展、激发农民自觉意识、发挥教育在农村人才培养培训中的支撑作用,全面助力脱贫攻坚与乡村振兴的有效衔接。

After completing the overall task of Winning the Battle Against Poverty as scheduled,the focus of China’s rural work during the 14th Five Year Plan period has changed organically to comprehensively promote the strategy of Rural Revitalization.Poverty alleviation has laid a solid foundation of politics,policy,practice and development for Rural Revitalization.However,in the transition stage from poverty alleviation to rural revitalization,there are still a series of conceptual and practical issues,such as Cognitive Game and Thinking Transformation,Talent Cultivation and Policy Design,which need to be discussed and clarified.Drawing useful experience from international anti-poverty theoretical models and practical measures,we should pay equal attention to Breakthrough and Continuation in the transition stage,strengthen the overall guidance of policies and laws,accelerate the promotion of rural industrial development,stimulate the farmers’self-consciousness,give full play to the supporting role of education in rural talent cultivation,and boost the effective connection between Poverty Alleviation and Rural Revitalization comprehensively.
