资源依赖理论视角下社会组织参与基层应急管理研究--以苏州市S社区为例

Study on the Participation of Social Organizations in Grassroots Emergency Management from the Perspective of Resource Dependence Theory:a Case Study of S Community in Suzhou City

社会组织在提供多样化公共服务、整合社会资源、关注特殊领域及帮助特殊人群等方面具有不可比拟的优势,与政府部门在基层应急管理工作中的表现相比,更具专业性与灵活性。但社会组织参与基层应急管理时也存在困境。该文结合资源依赖理论分析社会组织在基层应急管理中发挥的独特作用及其面临的困境,探索相应的解决路径。

Social organizations have incomparable advantages in providing diversified public services,integrating social resources,paying attention to special fields and helping special groups.Compared with the government’s performance in grassroots emergency management,they are more professional and flexible.However,there are difficulties when social organizations participating in emergency management at the grassroots level.This paper took S community as an example,combining with the resource dependence theory,analyzed the unique role of social organizations in grassroots emergency management and the dilemma of participation,explored the corresponding solution path.
