李斯特代表作《政治经济学的国民体系》出版已180年,其学说观点在作者生前和身后都引起巨大的争议。从历史视角分析,世界主要工业发达国家均从本国利益出发考虑是否采取自由贸易政策,李斯特这一著作是对历史真相的一种揭示。结合当今实际,国家的产业政策客观存在,不应从书本和概念出发对产业政策一概否定。大国有大国的抱负,应通过积极的产业政策发展战略性新兴产业,从而实现发展的赶超。制定产业政策,必须倾听市场声音,更要有开放的意识和胸怀。
