中美政务社交媒体文件归档比较研究

Comparison of the Social Media Files Archiving of Chinese and American Government Affairs

近年来,随着社交媒体的快速发展和普遍应用,政务社交媒体信息保存引发了世界范围内档案领域的关注,以美国为首的多个国家陆续开展了政务社交媒体文件归档探索并取得了一定成果。基于政策文本分析和网络资源调研,从归档政策、归档范围、归档模式、归档方法对中美政务社交媒体文件归档进行了比较分析,揭示了我国尚存在的不足,并提出完善相关法规政策、制定详细归档范围、创新归档方法和模式几点建议。

With the rapid development and widespread application of social media in recent years,the preservation of government affairs information in social media has aroused the attention of worldwide archival field.Many countries led by the US have successively carried out the exploration of archiving of government affairs files in social media and attained certain achievements.Based on the policy textual analysis and network resources investigation,the paper compares and analyzes the archiving of Chinese and American government affairs files in social media from the perspective of filing policies,filing scope,filing modes,and filing methods,reveals the existing shortcomings in China,and proposes a few suggestions,such as improving relevant laws and policies,formulating detailed filing scope,and innovating filing methods and modes.
