浅谈洪涝灾害精准防控

Precise prevention and control of flood disasters

当前,洪涝灾害的精准防控工作存在短板,是造成洪涝灾害损失的重要因素。通过成灾前提条件及避免成灾路径、致灾力抗灾力计算、致灾体承灾体位置确定等分析,提出防止致灾体与承灾体时空重合、降低致灾力、提升抗灾力,以及加强分析研判与防洪调度进行精准防控等措施与建议。

There are shortcomings in the current work for flood prevention and control,which has become the key factor that causes damage and loss.According to the analysis of preconditions for disaster formation and path to avoid its happening,estimations of disaster causing and resisting capacities and locations of disaster causing and bearing bodies,measures and suggestions are made to prevent the coincidence of time and space between disaster causing and bearing bodies,and reduce disaster causing capacity,improve disaster resistance,so as to improve decision making and flood regulation capabilities for precise flood prevention and control.
