河长制实施进展的评价与展望

Evaluation and prospects for the implementation progress of river chief system

河长制是当代中国治水实践的重要探索。自实施以来,河长制充分发挥我国政治体制的优越性并取得显著成效,其机制在于将治水与政府绩效考核相挂钩、将水管理体系与层级体系相嵌套、将政府主导与多主体参与相协调,提高了水治理在党政体系运行中的政策注意力和优先级。通过回顾我国水资源综合管理的内在需求与实践历程、归纳河长制的运行机制,指出河长制是解决我国复杂水问题的有效途径,并展望了未来前景。

The river chief system is one of the important explorations of water governance in contemporary China.Since its implementation,the river chief system has taken the superiority of the Chinese political system into full play and achieved remarkable achievements.The river chief system has linked water governance with leaders’performance evaluation,nested water governance with hierarchical systems,and integrated government leadership with multi-stakeholder engagement,which has fundamentally improved the priority of water governance in local governments’daily affairs.By reviewing the history and demand of Chinese integrated water resource management and summarizing the operating mechanism of the river chief system,this article points out that the river chief system is effective in solving Chinese complex water issues,and looks forward to the development of the river chief system.
