摘要 目的分析2008—2018年我国医疗机构卫生人员经费支出,为进一步完善我国医疗机构卫生人员薪酬制度提供借鉴和参考。方法以国家统计局出版的中国统计年鉴和国家卫生健康委员会出版的中国卫生健康统计年鉴中的数据为基础,采用平均数、年增长率、泰尔指数等对相关数据进行分析,运用象限图分析各省卫生人力资源和卫生人员调整后收入的变化。结果我国全年卫生人员经费支出和卫生人员人均经费逐年上升,卫生人员年人均经费由2008年40515.70元上升增长2018年的115774.29元,年均增长率为12.97%,卫生人员经费支出地区间仍存在差距,区域内的不公平是影响卫生人员经费支出公平性的主要因素。结论2008—2018年,我国卫生人员经费支出区域内差异高于区域间差异,应进一步优化区域内部卫生人员薪酬制度和水平,提高医疗机构卫生人员经费支出,注重其与经济发展协调增长。 Objective To explore the expenditures of health personnel in China from 2008 to 2018,and provide references for further improving the health personnel compensation system in China.Methods Data were collected from China Statistical Yearbook,China's Health Statistical Yearbook,China's Health and Family Planning Statistical Yearbook.We analyzed the general status by average,annual growth rate and Theil index.Quadrant graphs were used to comprehensively compare the changes in health human resources and adjusted income of health personnel in each province.Results The annual expenditure on health personnel and the per capita expenditure on health personnel in China had increased year by year.The annual per capita expenditure of health personnel increased from 40515.70 yuan in 2008 to 115774.29 yuan in 2018,with an average annual growth rate of 12.97%.There was still a gap between regions in terms of expenditure on health personnel,but the unfairness within the regions was more serious,which was the main factor affecting the fairness of health personnel expenditure.Conclusion The difference of expenditure on health personnel in China is higher than that in other regions from 2008 to 2018 and the region's internal health personnel compensation system and level should be further optimized to increase health personnel expenditures in medical institutions and focus on coordinated growth with economic development.
