以平安文化建设推动社会治理创新--基于广东省东莞市的实证研究

Promoting Social Governance Innovation with the Construction of Safe Culture--An Empirical Study based on Dongguan City,Guangdong Province

东莞根据特殊的行政架构和特殊的人口结构,不断开拓创新治理思路和理念,创新提出以文化支撑平安建设的概念,通过文化的浸润式教育,提升社会群体的守法自觉、社会共融的友善氛围和社会力量的主动参与,被评为全国社会治理创新示范市。东莞从2018年提出平安文化建设并进行全面试点,2019年通过项目运作在全东莞推行,到2020年提出开展平安文化品牌建设,出台系列举措,夯实营造共建共治共享社会治理格局的群众基础,助力市域治理现代化,努力建设“善治之城”。东莞通过以平安文化建设推动社会治理创新的做法为其他地区提供了有益的经验和借鉴。

According to the special administrative structure and the special population structure,Dongguan constantly develops and innovates the ideas and concepts of governance,innovatively puts forward the concept of culture supporting the construction of safety,and promotes the lawabiding consciousness of social groups,the friendly atmosphere of social harmony and the active participation of social forces through cultural infiltration education.It was rated as the national model city of social governance innovation.Dongguan put forward the construction of safe culture and carried out a comprehensive pilot project in 2018,implemented it in Dongguan through project operation in 2019,and proposed to carry out the brand construction of safe culture in 2020.Through a series of measures,Dongguan consolidated the mass foundation for building a pattern of co construction,CO governance and shared social governance,helped the modernization of urban governance,and made efforts to build a"city of good governance".Dongguan has provided beneficial experience and reference for other regions by promoting social governance innovation through the construction of safe culture.
