浅谈农村教育“双基”建设工程项目中的投标报价策略、方法及技巧运用

自《中华人民共和国教育法》、中小学教学大纲最新修订后,我国各地认真贯彻落实,教育规模不断扩大,教育成效不断提升。尤其是在20世纪80、90年代,广大农村实行的"双基"达标验收,可以说使中国农村的基础教育事业实现了突飞猛进的发展。由此带来的大规模农村学校"基础设施、基本设备"(以下简称"双基")建设工程项目投资金额巨大。从20世纪80年代初开始引入招标投标制度以来,其在此类"双基"工程项目建设中发挥了积极作用,取得了良好的经济效益和社会效益。随着时间的推移,农村教育中的"双基"建设项目工程又产生了"新项目"。由于投标策略、方法和技巧运用不当,出现了废标、流标的问题,造成招投标单位一定的经济损失。尤其是农村教育"双基"工程对时效性、实效性、安全性的要求很高,如何有效地运用投标报价的策略技巧以提高企业中标率、增强企业竞争力、提升企业经济效益,就提上了议事日程。文章根据已有的相关资料,针对农村教育"双基"工程项目投标报价的主要策略、方法与技巧,浅谈粗略的看法。

After the "Education Law of the People’s Republic of China"and the "Syllabus for Primary and Secondary Schools Revised by the Ministry of Education"were promulgated, places around our country have been earnestly implemented them. The scale of education has continued to expand, and the effectiveness of education has continued to improve. Especially in the 1980 s and 1990 s in the vast rural areas, the implementation of the"double infrastructure"standard acceptance inspection, showed that the basic education in China’s rural areas had achieved rapid progress. Together with the investment in large-scale"infrastructure and basic equipment"(hereinafter referred to as"double infrastructure") projects in rural schools, it is also an astronomical figure. As time goes by, the "double infrastructure"construction projects in rural education have produced"new projects". Relevant enterprises in the society, due to the improper use of bidding strategies, methods and skills, have caused bids to be rejected and lost, causing certain economic losses to the bidding units. In particular, the "double infrastructure"projects of rural education require high timeliness, effectiveness, and safety. How to increase the bid-winning rate of enterprises, enhance competitiveness, improve economic efficiency,and effectively use the strategies and skills of bidding quotation is on the agenda. In the following, this paper will talk about the writer’s rough views on the main strategies, methods and skills of bidding quotation for"double infrastructure"projects of rural education, based on the information the writer has.
