Analysis and System Construction of Fiscal and Tax Support Policies for"Enriching the People and Revitalizing Xinjiang"

“富民兴疆”不仅是党中央治疆方略中的关键一环,也是新疆社会稳定和长治久安的有力保障。该方略目标的顺利实现离不开财税政策的大力支持。基于此,本文在厘清富民兴疆内涵的基础上,将财税支持政策作为“富民兴疆”研究的突破点,剖析了财税政策促进富民兴疆的理论机理,探究了财税支持政策的不足,并围绕富民兴疆的现实需求,从完善设计思路、把握政策统筹、精准有效施策、强化保障效率等方面提出了构建财税支持政策体系的建议。

"Enriching the people and revitalizing Xinjiang"is not only a key link in the Party Central Committee's strategy of governing Xinjiang,but also a strong guarantee for Xinjiang's social stability and long-term stability.The goal of this strategy cannot be realized without the support of fiscal and taxation policies.Based on this,this paper,on the basis of clarifying the connotation of enriching the people and revitalizing Xinjiang,takes the fiscal and taxation supporting policy as a breakthrough point in the study of"enriching the people and revitalizing Xinjiang",analyzes in detail the theoretical mechanism of fiscal and taxation policies promoting enriching the people and revitalizing Xinjiang,and probes into the insufficiency of fiscal and taxation supporting policies.According to the demand of enriching the people and revitalizing Xinjiang,the paper puts forward some suggestions on how to construct the fiscal and taxation supporting policy system from the aspects of perfecting the design idea,grasping the policy overall planning,precise and effective implementing and strengthening the guarantees efficiency.
