国有企业职业经理人改革模式探究

摘要 国企改革已进入“深水区”,“干部能上能下、员工能进能出、收入能增能减”的“三能”机制改革也到了啃“硬骨头”的阶段。国务院国资委对“双百企业”出台了2个“指引”,并进行了解读,进一步厘清了实施职业经理人制度改革的内在逻辑,明确了推进改革的关键点,细化了操作过程中的具体要求,在对改革工作建立清晰认识的基础上,全面强化操作性。 The reform of state-owned enterprises has entered the“deep water area”,and the reform mechanism that cadres can promote and demote,employees can be hired and layoff,and income can increase and decrease has also reached the stage of gnawing“hard bones”.The SASAC issued two“guidelines”for the“double hundred enterprises”and has interpreted them,further clarified the internal logic of implementing the reform of the professional manager system,defined the key points in reform,and refined the specific requirements in the operation process.On the basis of establishing a clear understanding of the reform,we should comprehensively strengthen operability.
