乡村数字治理的现实困境与路径优化研究

Research on Realistic Dilemma and Path Optimization of Rural Digital Governance

数字技术赋能乡村社会公共治理,使得治理主体的环境感知、组织协同、意识引导和权能保障等能力实现巨大提升。然而,技术的不确定性、人的主观随意性和组织结构的嬗变性会导致乡村数字治理实践陷入信息交互不畅、权威逆向强化、价值认同缺失及集体行动衰败等困境,使得乡村数字治理进程受阻。由此,乡村数字治理亟待从平台建设、组织合作、意识革新和技术赋权等方面进行路径优化并实现乡村公共治理体系变革。

The digital technology has empowered the public governance of rural society,which has greatly improved the governance subjects'environmental perception,organizational coordination,awareness guidance,and powers and functions security capabilities.However,the technological uncertainty,the human subjective arbitrariness,and the evolution of organizational structure will make the rural digital governance practices fall into the dilemma of poor information interaction,reversed authority,lack of value recognition,and decline in collective actions,which makes the process of rural digital governance hindered.Thus,the rural digital governance urgently needs to optimize the path from platform construction,organizational cooperation,consciousness innovation,and technological empowerment so as to realize the reform of the rural public governance system.
