Drawing up a Blueprint for High-quality Cause Advancement and Embarking on a New Journey of Modern Institution Development

《教育部考试中心事业发展“十四五”规划》(以下简称《规划》)的编制以习近平总书记关于教育的重要论述、党的十九大及十九届历次全会精神、全国教育大会精神作为指导思想,根据新时代教育考试改革发展实际,聚焦当前教育考试事业发展面临的主要矛盾,坚持统筹谋划,坚持对标对表,坚持问题导向,坚持开门问策,坚持战略协同。《规划》确定了教育部考试中心“十四五”事业发展近期目标是“推动教育考试高质量发展,基本建成现代化教育考试机构”,2035年远景目标是“总体实现教育考试现代化,建成中国特色、世界领先的现代化考试机构”,提出了加强党对教育考试事业的全面领导、深化新时代教育考试改革、提升教育考试治理效能、推动现代化考试机构建设4个方面的任务举措。《规划》不仅是教育部考试中心推进教育考试改革与事业发展的工作指南,还可以为全国教育考试战线的改革发展提供参考。

The 14th Five-Year-Plan of the National Education Examinations Authority(thereafter mentioned as the Plan)has been formulated with Xi Jinping’s important remarks on education,the spirit of the 19th National Party Congress and all the plenary sessions of the 19th Central Committee of the Communist Party of China(CPC),and the spirit of the National Education Conference as its guiding principles,in accordance with the reality of the reform and development of education examinations in the new era,with a focus on the principal challenge facing the current development of the cause of education examinations,and with adherence to overall planning,benchmarking,problem-based approaches,transparent decision-making and strategic coordination.The Plan has set the short-term goal of the cause development of the National Education Examinations Authority(NEEA)as advancing the high-quality development of education examinations and completing the construction of a modernized institution of education examinations,and defined the long-term goal of 2035 as generally realizing the modernization of education examinations and completing the construction of a modernized world-leading institution of education examinations with Chinese characteristics.The Plan has also put forward four aspects of tasks and measures regarding strengthening the CPC’s overall leadership,deepening the reform of education examinations in the new era,improving the governance capacity of education examinations and promoting the development of a modernized institution of examinations.The Plan will not only serve as a guideline for the NEEA to advance the reform of education examinations and the development of the cause,but also provide a reference for the reform and development of the education examinations front of the whole country.
