营商环境欠发达地区现存问题及改进建议——以黑龙江省为例

Existing Problems and Improvement Suggestions in Underdeveloped Areas of Business Environment--Take Heilongjiang Province as an Example

营商环境对一个地区的发展至关重要,良好的营商环境将会促进地区发展,而落后的营商环境则会阻碍地区发展.李克强总理多次强调,“营商环境就是生产力、竞争力”.因此,以营商环境评估为切入点,通过对国际国内营商环境评估分析,得出中国营商环境总体呈进步趋势,但各区域营商环境存在差异的结论.基于上述差异,选取黑龙江省作为营商环境较落后的东北地区的代表,对其展开研究,发现其营商环境在政务、人才、基础设施及监管方面存在问题,并对其展开深入分析提出相应的改进建议,以期为欠发达地区优化营商环境提供思路.

Business environment is crucial to the development of a region.A good business environment will promote regional development,while a backward business environment will hinder regional development.Premier Li Keqiang has repeatedly stressed that " business environment is productivity and competitiveness".Therefore,taking the business environment assessment as the breakthrough point,through the analysis of the international and domestic business environment assessment,it is concluded that the overall business environment in China is progressing,but there are differences in the business environment of each region.Based on the above differences,Heilongjiang Province was selected as the representative of the relatively backward business environment in Northeast China,and the research is carried out to find out the problems existing in its business environment in terms of government affairs,talents,infrastructure and supervision.In view of the problems,in-depth analysis is carried out and corresponding improvement suggestions are put forward to provide ideas for optimizing the business environment in underdeveloped regions.
