粤港澳大湾区教育合作发展的战略挑战与机遇

The Strategic Challenges and Opportunities of Educational Cooperation and Development in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳地区之间的教育合作与交流由来已久。正在建设中的粤港澳大湾区面临着教育合作与交流的主体意识和创新动力不足、教育合作与交流体制机制未能完善、粤港澳合作办学受到法律和政策限制的挑战,同时也存在着以下发展机遇,即:国家战略布局及政策支持体系为粤港澳大湾区教育领域提供了一体化发展的机遇、新一轮科技产业变革为粤港澳大湾区高等教育带来了转型发展的机遇、港澳丰富的国际化教育资源为粤港澳大湾区教育国际化发展注入新活力的机遇、港澳教育治理优秀经验给予大湾区内地城市教育治理现代化建设以借鉴的机遇。为此,提出了系统设计大湾区教育合作发展体制机制、打造大湾区城市群教育智库协作共同体平台、深化开展课程开发和教育教学改革研究、双引擎推动南沙建设国际科技创新中心和引进港澳优势教育资源推动内地教育现代化进程等实施建议,应对上述挑战。

The educational cooperation and communication in Guangdong,Hong Kong,and Macao have a long history,but there are some challenges in Guangdong-Hong Kong-Macao Greater Bay Area development,including lack subject consciousness and innovation drives,failure to establish the perfect system and mechanism,the restriction of laws and policies on Guangdong-Hong Kong-Macao educational cooperation.At the same time,it still has the following development opportunities,that is,the national strategic layout and policy support system provide opportunities for the integrated development of education,the new round of technological industry reform has brought opportunities for the transformation and development of higher education,the rich international education resources in Hong Kong and Macao provide opportunities to inject new vitality into the international development of education,the excellent experience of education governance in Hong Kong and Macao provides opportunities for the modernization of education governance of inland cities in the Guangdong-Hong Kong-Macao Greater Bay Area.To this,we put forward recommendations for implementation to meet these challenges,such as establishing system and mechanism for cooperative development in education,founding a collaborative community of educational thik tanks,deeply carrying out curriculum and teaching research together,double engines to promote the construction of Nansha international science and technology innovation center,and introducing high-quality educational resources from Hong Kong and Macao to promote the modernization of education in this area,etc.
