中小学教师绩效评价:内涵、维度与指标体系构建

Teacher Performance Evaluation of Primary and Secondary School:Connotation,Dimensions and Indexes System Construction

教师绩效评价是对教师教育教学工作的质量和效果进行的一种评定。我国中小学教师评价普遍实行绩效考核制度,目前存在着绩效评价指标设置合理性弱、绩效工资分配不均衡、教师主体参与度低等问题。教师绩效评价体系的构建是一个复杂、多维、动态的过程。文章厘清了中小学教师绩效评价的内涵,结合中小学教师工作的特殊性,运用教育全面质量管理理论,构建出中小学教师绩效评价“条件质量绩效—过程质量绩效—结果质量绩效”维度,同时,使用NVivo质性分析软件进行三级编码,得到一级指标3个,二级指标8个,三级指标25个,修正指标2个,并对指标进行了分析,以期为中小学教师绩效评价体系的构建提供有益参考。

Teacher performance evaluation is an assessment of the quality and effectiveness of education and teaching.The performance appraisal system is generally implemented in the evaluation of primary and secondary school teachers in our country.At present,there are crisis issues such as poor performance evaluation index setting,unbalanced performance salary distribution,and low teacher participation in the existing system.The construction of teacher performance evaluation system is a complex,multidimensional and dynamic process.We suggest that,based on the connotation of teacher performance evaluation and the theory of total quality management of education,fully consideration of the particularity of the work of primary and secondary school teachers,we should establish a comprehensive system performance evaluation indexes from three dimensions including conditional quality,process quality and effectiveness quality.Finally,we perform three-level coding,and obtain 3 first-level indicators,8 second-level indicators,25 third-level indicators,and 2 revised indicators by NVivo qualitative analysis software,as reference for construction of teacher performance evaluation of primary and secondary school teacher.
