全生命周期视角下食物议题融入国土空间规划的概念框架建构与关键问题探讨

A Conceptual Framework and Key Issues of Integrating Food Issues into Territorial Spatial Planning from the Perspective of the Full Life Cycle

如何在空间规划中考虑食物议题正受到积极关注,但总体上我国这方面研究当前仍处于初步阶段,许多问题有待深入研究。本文拟从全生命周期视角出发,构建将食物议题融入国土空间规划的概念框架,并就关键问题进行探讨。首先,选取全生命周期理论视角,从食物耕种与生产、食物分配与运输、食物消费与获取、食物废物的处理四个方面阐释食物议题与国土空间规划的相互关系。在此基础上,试图构建起食物议题融入国土空间规划的概念框架,并从规划前期准备、规划组织与编制、规划实施与监督、规划实施评价等四个方面对其进行论述。最后,对食物议题融入国土空间规划面临的关键性问题进行了探讨。

It has attracted many researchers’attention that how to consider food issues in spatial planning,however,the research in this area is still in the preliminary stage in China,and further studies on this topic are of great significance.This paper constructs a conceptual framework for integrating food issues into territorial spatial planning based on the perspective of the life cycle and discusses key issues.First,this paper uses the perspective of the whole life cycle theory to explain the relationship between food issues and territorial spatial planning from four aspects:food cultivation and production,food distribution and transportation,food consumption and acquisition,and food waste disposal.Further research is carried out from the four aspects of pre-planning preparation,planning organization and formulation,planning implementation and supervision,and planning implementation evaluation,which are based on the constructed conceptual framework for integrating food issues into territorial spatial planning.Final y,the key issues of integrating food issues into territorial spatial planning are discussed.
