基于三维政策工具框架的我国校园网球政策研究

Research on Campus Tennis Policy in China Based on Three-dimensional Policy Tool Framework

基于政策工具理论,运用治理层次学说和校园网球政策相关维度构建三维立体分析框架,采用文献资料法、文本分析法等,对我国9份国家级及地方级政府颁布的校园网球政策文本进行量化分析。研究发现:X维度上,操作层工具使用“泛滥”,“学校”和“信息发布”工具频现,政府“强制性”倾向严重;战术层工具使用相对“干旱”,偏向使用“规定”,不利于多元主体参与;战略层工具使用“缺席”,激励作用有限。Y维度上,推广层面使用过溢,侧重场地规划和师资培养;教学层面重视程度远不及竞赛层面,存在顾此失彼之患;宣传层面和荣誉层面比例缺失,未受到足够关注。Z维度上,全国市级执行单位对校园网球政策响应度有待加强;“上海市”和“深圳市”未充分发挥自身核心经济优势。并在此基础上提出参考性建议。

Based on policy instrument theory,this paper uses the theory of governance hierarchy and the relevant dimensions of campus tennis policy to construct a three-dimensional analysis framework.By using literature method and text analysis method,it carries out quantitative analysis on 9 national and local campus tennis policy texts.Findings:In X dimension,the use of operational tools is“rampant”,the use of“school”and“information release”is more,and the government has a serious“coercive”tendency.The use of tactical tools is relatively“dry”,which violates the governance concept of“one core and multiple”and is not conducive to the participation of multiple subjects.The use of strategic tools“absent”can not play an incentive role in the development of campus tennis.In Z dimension,the response of national municipal implementing units to campus tennis policy needs to be strengthened.“Shanghai”and“Shenzhen”have not given full play to their core economic advantages.On this basis,some reference suggestions are put forward.
