摘要
改革开放以来,我国高校科研评价经历了行政主导评价、有限的同行评价、定量评价、定量与定性相结合评价方式的转变。在当前破除“五唯”的背景下,高校的科研评价面临新的变革,梳理国内27所不同类型高校近5年的科研评价制度,可以发现,目前我国高校科研评价仍存在评价主体行政化、评价内容同质化、科学研究货币化、科研创新停滞化、制度更新不完善等问题。为此,应通过凸显学术共同体的地位,构建分类评价,弘扬科研诚信,强调学术创新,提倡精神嘉奖,以此破除“五唯”痼疾。
Since the reform and opening of China,scientific research evaluation of colleges and universities in China has transformed from administrative-led evaluation,peer evaluation,quantitative evaluation to the combination of quantitative and qualitative evaluation.With the demand for breaking the"Five Onlys(five standards for profession evaluation)",the scientific research evaluation of colleges and universities is facing new changes.Combing the scientific research evaluation systems of 27 different types of colleges and universities in China in the past five years,we find that there are still some problems in current scientific research evaluation,such as the administration of the evaluation subject,homogenization of the evaluation content,monetization of scientific research,stagnation of scientific research innovation and imperfect system update.In this regard,it is necessary to highlight the status of the academic community,construct classified evaluation,promote scientific research integrity,emphasize academic innovation and advocate motivational awards,so as to break the"Five Onlys".
