摘要
爆炸威胁因具有破坏性强、易操作性和关注性高等特点成为恐怖分子的主要袭击方式,也是重点单位安全防范的主要防范的袭击方式。安全防范系统是整合了人防、物防、技防的全方位、多角度的防护系统,其效能决定了防护能力的有效性和可靠性。通过层次分析法建立面向爆炸威胁的安全防范系统效能评估指标,包含智能视频监控效能、感知探测效能、识别准入控制效能和运维、管理、响应效能4个一级指标和16个二级指标。然后,基于云模型方法建立面向爆炸威胁的安全防范系统效能评估方法。最后,选取实地评估对象,验证评估方法的可行性,并提出防范指导。
Explosion threat has become the main attack method of terrorists due to its destructive,easy-to-operate and high-attention characteristics,and it is also the main attack method for security prevention in key units.The safety protection system is a comprehensive and multi-angle protection system that integrates human defense,physical defense,and technical defense.Its effectiveness determines the effectiveness and reliability of the protection capabilities.This paper first establishes the effectiveness evaluation indicators of the security defense system for explosion threats through the analytic hierarchy process,including four first-level indicators and 16 two Level indicators.Then,based on the cloud model method,the effectiveness evaluation method of the security defense system facing the explosion threat is established.Finally,select on-site assessment objects,verify the feasibility of the assessment method,and propose prevention guidance.
