英国卫生部门与教育部门学校医疗服务之争

The Debate between the British Health Department and the Education Department on School Medical Services

通过梳理1907年~1974年英国卫生部门和教育部门在学校卫生工作中承担的不同工作,了解二者在英国学校医疗服务中的角色与作用,进一步研究发现,英国教育部门与卫生部门因医疗检查而相互合作,因医学治疗而出现分歧。通过政治和社会的双视角,分析两部门产生合作以及出现分歧的深层原因,总结出职责、权力和利益是隐藏在英国学校卫生工作话语背后的关键因素。研究结论可为中国学校卫生的发展提供一定的理论基础和实践经验。

This survey compared the different work undertaken by the British health department and the education department in school health work from 1907 to 1974,and learned their roles and function in school medical services in Britain.Further research shows that the British education department and the health department cooperate with each other due to medical examination,yet there are disagreements due to medical treatment.From political and social perspectives,it analyzed underlying reasons for the cooperation and disagreements between the two departments,and concluded that responsibility,power and interests are the key factors behind the discourse of school health work in Britain.The conclusions of this study can also provide some theoretical basis and practical experience for the development of school health in China.
