长三角“三省一市”医疗卫生服务发展研究

Study on the development of medical and health service in “three provinces and one city” in Yangtze River Delta

目的多层面、多角度分析2015—2019年长三角"三省一市"(浙江省、江苏省、安徽省、上海市)卫生机构发展数据,为促进地区优化卫生资源配置、提高应急事件处置能力、推动区域卫生医疗体系发展提供参考。方法通过对国家政策文件和相关卫生健康统计数据的整理,以数据评价方式剖析长三角"三省一市"医疗卫生服务情况,并结合数据结果作出相应分析与研讨。结果长三角"三省一市"卫生机构发展情况存在较大差异。结论在当前疫情防控的背景下,推动医疗服务发展一体化整合建设具有现实意义与必要性。建议立足区域定位要求,全面落实《长江三角洲区域一体化发展纲要》精神,以提升人民群众满意度、降低院感风险为双项发展目标,合理配置医疗卫生资源与使用效率,加大分级诊疗改革力度与基层医疗推进,促进医疗卫生体系区域协同一体化建设。

Objective The development data of health institutions in "three provinces and one city"(Zhejiang Province,Jiangsu Province,Anhui Province and Shanghai City) in the Yangtze River Delta from 2015 to 2019 were analyzed from multi-aspect and multi-angle to provide references for optimizing the allocation of health resources,improving the ability of emergency response and promoting the development of regional health care system.Methods Based on the analysis of national policy documents and relevant health statistics,the health and medical service situation of"three provinces and one city"in the Yangtze River Delta by means of data evaluation was analyzed.Results There were great differences in the development of health institutions in "three provinces and one city" in Yangtze River Delta.Conclusion In the context of current epidemic prevention and control,it is of practical significance and necessity to promote the regional integration of medical service development.Based on the requirements of regional positioning,it is suggested to fully implement the spirit of the Outline of the Yangtze River Delta Plan,take improving people’s satisfaction and reducing hospital risk as the two development goals,reasonably allocate public health resources and utilization efficiency,strengthen the reform of hierarchical diagnosis and treatment and grass-roots medical treatment,and promote the regional collaborative integration of the medical and health system.
