构建新发展格局 推进区域协调发展——南北差距研讨会发言摘编

Constructing the New Development Stage,Pushing the Regional Economic Coordinated Development

我国现阶段主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分发展之间的矛盾,区域间发展不平衡、不协调就是其中的一个突出表现。近年来,南北差距问题逐渐凸显,南北区域发展表露出一些新变化,成为人们关注的热点话题。本次“中国区域经济50人论坛”专题研讨会中,与会专家学者们以“南北差距扩大的原因与趋势”为主题,全面分析了南北区域发展出现的新情况,对如何认识南北区域差距及其扩大的主要表现展开深入探讨,并从自然条件、资源禀赋、产业结构、市场化水平、开放程度、经济体制、国际宏观环境、人口与创新、工业化、城市与区域治理等视角,有针对性地提出要理性分析、辩证看待南北差距问题。当前南北差距更多表现为“南高北低”的经济差距,因此应推动北方经济高质量发展、以基本公共服务均等化推动南北协调发展,充分挖掘南北各地区动态比较优势,实现协调南北方的区域共同富裕,促进南北方区域协调发展。

At the present stage,the principal contradiction in China has been transformed into the contradiction between the people's growing needs for a better life and unbalanced and inadequate development,and the unbalanced and uncoordinated development among regions is one of the outstanding manifestations.In recent years,the gap between the North and the South has become increasingly prominent,and the development of the North-South region has revealed some new changes,which has become a hot topic of concern.In this symposium of"China Regional Economic Forum of 50 people",the experts and scholars participating in the seminar comprehensively analyzed the new situation of the development of the North-South region with the theme of"the causes and trends of the widening gap between the North and the South".This paper makes an in-depth discussion on how to understand the gap between the North and the South and the main manifestations of its expansion.It is pointed out from the perspectives of natural conditions,resource endowment,industrial structure,level of marketization,degree of openness,economic system,international macro environment,population and innovation,industrialization,urban and regional governance,etc.It is necessary to rationally analyze and dialectically look at the gap between the North and the South.At present,the gap between the north and the south is more reflected in the economic gap of"high in the south and low in the north".Therefore,we should promote the high-quality economic development of the north,promote the coordinated development of the north and the south with the equalization of basic public services,and fully tap the dynamic comparative advantages of the north and south regions to achieve the coordination of regional common prosperity and promote the coordinated development of the north and the south.
