山东省济宁市兖州区“1+1+6”动物疫病防控模式

“1+1+6”Mode of Animal Disease Prevention and Control in Yanzhou District,Jining City,Shandong Province

“1+1+6”模式,即一个指挥调度中心、一个执法保障、六条专班工作线。畜牧兽医事业服务中心依据养殖大数据,制定全年疫病防控方案;畜牧兽医执法中队对免疫情况开展执法督导核查;兽医实验室监测、兽药饲料监察、专家服务团、法制科普宣传以及无害化处理等6个职能科室,对低于标准抗体效价的养殖场户及时引导其补防补免,组织举办疫病防控培训,提升全区动物疫病防控水平。文中指出了大农业综合执法改革带来了新问题以及畜牧业绿色环保、生物安全、老病新发、混合感染等问题,结合“1+1+6”模式在职责明确、思想转变、解决后顾之忧、科学制定预案、加大依法督查力度、发挥科技支撑作用等方面提出相应思考。

“1+1+6”mode means one command center,one support of law enforcement and six special operating lines.Specifi cally,livestock and veterinary service center is responsible for the development of annual plan of animal disease prevention and control according to the big data concerning livestock and poultry farming;lochus of livestock and veterinary law enforcement is responsible for law enforcement,supervision and verification for the status of immunization;six functional departments,including veterinary laboratory monitoring,supervision for veterinary drugs and feed,expert team,legal science popularization and bio-safety disposal,are responsible to timely guide farms/households where the antibody titer is lower than relevant standard to supplement prevention measures and vaccination,to organize animal disease prevention and control training,and to improve the level of animal disease prevention and control across the whole district.In the paper,the emerging problems caused by comprehensive agricultural law enforcement reform,and others such as environmental protection,bio-safety,reoccurrence of“old”diseases and mixed infection in livestock industry were put forward,and responsibilities to be defined,ideas to be changed,worries about future consequences to be solved,plans to be scientifi cally developed,intensifi ed supervision according to laws and supporting role of science and technology were considered.
