EPC项目安全管理绩效测评体系研究

摘要 工程总承包(EPC)模式作为一种能够成功突破传统承包模式、整合产业链上下游资源的新型建设工程承包模式,受到广泛关注。为测度人员伤害、设备设施危害、环境危害等方面的有效控制、管理政策和实施效果,需建立合理有效的EPC项目安全管理绩效测评体系。笔者分析EPC项目安全绩效管理模式存在的问题,基于财务、人员、设备、环境四个维度,厘定16个二级指标,并引入PDCA-SDCA循环管理模式,建立了用于衡量EPC项目安全管理水平和现状的测评体系。研究成果对EPC项目安全管理的方针政策落实具有重要意义。 As a new construction project contracting mode that can successfully break through the traditional contracting mode and integrate the upstream and downstream resources of the industrial chain,the Engineering Procurement Construction(EPC) mode has attracted wide attention.In order to measure the effective control,management policy and implementation effect of personnel injury,equipment and facilities hazards and environmental hazards,it is necessary to establish a reasonable and effective safety management performance evaluation system for EPC projects.The authors analyze the problems existing in the safety performance management mode of EPC projects,determine 16 secondary indicators based on the four dimensions of financial,personnel,equipment and environment,and introduce PDCA-SDCA cycle management mode to establish an evaluation system for measuring the safety management level and status of EPC projects.The research results are of great significance to the implementation of the principles and policies of EPC project safety management.
