全过程环保咨询服务模式在抽水蓄能工程中的应用 被引量:3

摘要 随着国家战略层面“碳达峰”“碳中和”目标的提出,能源体系逐步由传统能源向清洁低碳安全高效的能源产业转型,作为新型储能示范的抽水蓄能项目开发建设已迎来良好的发展机遇。而环保全过程咨询作为一种全新的环境污染防治与治理的服务模式,也逐渐在工业园区及化工厂区等项目中探索应用,为实现环境保护与生态型抽水蓄能开发建设的平衡,探索出一套成熟的可应用于抽蓄项目的全过程咨询服务模式尤为重要,全程为抽蓄项目开发建设提供环保支撑,并为后续抽蓄项目提供科学指导和借鉴经验。以某抽水蓄能为试点探索了全过程环保咨询在项目环境管理中所发挥的积极作用,提出了“一企一策”的个性化服务模式,以有效提升项目的环境管理水平,改善粗放式的开发建设模式,减缓开发建设活动对生态环境的不利影响。 With the proposal of national strategic"emission peak"and"carbon neutrality"goal,the energy development system has gradually transformed to clean,low-carbon,safe and efficient energy industry from traditional energy industry.As new energy storage demonstration,the development of pumped storage project has ushered in good development opportunity.The whole process of environmental protection consulting service mode is gradually explored and applied in industrial parks and chemical plant projects as a new service mode for environmental pollution prevention and control.In order to achieve the balance between environmental protection and the development of ecological pumped storage project,it is important to explore a mature whole process consulting service mode which can be applied to pumped storage projects.The environmental protection support can be provided during the development of pumping and storage projects in an all-round way.The scientific guidance and reference experience can be provided for subsequent pumping storage projects.Taking a pumped storage as an example,this paper discusses the positive role of the whole process environmental protection consultation in the project environmental management.The personalized service mode of"one enterprise and one policy"has effectively improved the environmental management level and the extensive construction mode,and mitigated the adverse impact of development and construction activities on the ecological environment.
