区域临时用地规模标准分析--以济南新旧动能转换起步区为例

摘要 临时用地管理制度是土地管理法规定的重要制度之一,目前关于临时用地的相关研究,主要集中于审批、监管及复垦等方面,对于临时用地规模标准研究较少。研究制定临时用地规模标准,不仅能够科学规范临时用地审批,更有利于节约集约利用土地。分析了济南新旧动能转换起步区部分项目数据,结果发现:项目临时用地占建设用地面积比例一般小于25%,施工高峰期人均临时用地面积一般小于0.03亩,每万平方米建筑平均使用临时用地面积一般小于1.17亩。为此,提出了设置临时用地占建设用地面积比例、施工高峰期人均临时用地面积、每万平方米建筑平均使用临时用地面积3个指标上限值作为临时用地规模控制标准,以期为今后起步区建设项目申请临时用地规模提供参考。 Temporary land use management system is one of the important systems stipulated in the land management law.At present,the relevant research on temporary land use mainly focuses on examination and approval,supervision and reclamation,and there is little research on the scale standard of temporary land use.Studying and formulating the application scale standard of temporary land can not only scientifically standardize the approval of temporary land,but also be conducive to the economical and intensive use of land.By analyzing the data of some projects in Jinan new and old kinetic energy conversion starting areas,it is found that the proportion of project temporary land in construction land areas is generally less than 25%;the per capita temporary land areas at the peak of construction is generally less than 0.03 mu,and the average temporary land areas per 10000 square meters of buildings is generally less than 1.17 mu.Therefore,it is suggested to set the upper limit values of three indicators:the proportion of temporary land in construction land areas,the per capita temporary land areas at the peak of construction,and the average temporary land areas per 10000 square meters as the control standard of temporary land scale,in order to provide scientific reference for the application of temporary land scale for construction projects in the starting areas in the future.
