Connectivity Power: A New Theoretical System of Geopolitics

"通权论"以互联互通为基础,摒弃以追求权力为目标的思想,不遵循国家中心主义,不强调海陆对抗的二元思维,在顺应和平发展时代潮流的同时,尽一切可能完善地缘政治理论体系。在此基础上,提出"通权论"的核心概念、理论框架体系、科学研究问题,形成了"通权论"的方法理论和方法框架体系,构建"通权论"的理论范式和研究框架。得到相关研究结论的同时,认为谁都无法否认世界发展的历史就是不断地扩大互联互通的渐进过程,并通过技术和基础设施的不断提升,正在实现全球范围的互联互通;连通性正在逐渐取代区域之间的隔离,功能性基础设施的不断完善,昭示世界运行的新范式和新规则,人与人之间、城市与城市之间、国家与国家之间、政府组织与非政府组织之间不断通过交通基础设施、网络基础设施实现相互连通;全球地缘政治博弈正逐渐从实体的争夺转向全球连通性的争夺,且更加倾向于经济、政治、文化、资源、技术等要素流动和连通性的争夺,全球竞争正逐渐转变为连通系统内部的对抗和全球复杂网络的多方面博弈;全球的连通可以缓和地区紧张局势,促进世界的和平发展,增加世界各国对抗风险的能力,有效抑制战争对世界发展和世界连通的影响。

To conform to the era trend of peaceful development and improve the traditional geopolitical theoretical system, a new geopolitical theory, Connectivity Power, is put forward in this paper. Based on the interconnection, this theory abandons the idea of pursuing power, nor does it follow the national centralism or emphasize the dual thinking of confrontation between sea and land. On this basis, the core concepts, theoretical framework system and scientific research issues of the theory are put forward, and the methodology and methodology framework system formed, and the theoretical paradigm and research framework constructed. And we believe that, first of all, no one can deny that the history of world development is the gradual process of connectivity expansion, which is being achieved globally through the continuous improvement of technology and infrastructure. Second, connectivity is gradually replacing isolation between regions. The continuous improvement of functional infrastructure shows the new paradigm and new rules of world operation, and the mutual connectivity between people, cities, and countries, and between government organizations and non-governmental organizations are being realized continuously through transportation infrastructure and network infrastructure. Third, the global geopolitical game is gradually shifting from physical competition to connectivity competition, and more inclined to compete for connectivity and flowing factors such as economics, politics, culture, resources, and technology. This means that the competition is gradually turning into confrontation within the collective supply chain systems and an all-round game for complex network. Finally, global connectivity can ease regional tensions, promote world peace and development, increase the ability of countries in the world to confront risks, and effectively suppress the impact of war on the development and connectivity of the world.
