摘要 随着全球气候变暖趋势的加剧,人类生存正面临严峻挑战。由于造成全球气候变暖的根源是以CO2为主的温室气体,控制碳排放量逐渐成为世界各国所必须面对的任务。森林具有减缓气候变暖趋势的碳汇功能,因此,林业碳汇被认为是全球应对气候变化的战略选择,森林碳汇更是作为首要的碳汇机制。我国林业碳汇虽然发展较晚,但已通过调整经济和产业结构、落实节能减排等政策紧跟世界林业碳汇发展步伐。发展林业碳汇不仅有利于改善全球气候变暖的趋势,还有利于森林生态效益和社会效益的发挥,但盲目地、大面积地营造碳汇林则可能引发一系列生态安全问题和经济风险。因此,在碳汇林营建过程中,对项目进行多方面的风险评估显得尤为重要。 The accelerating global warming poses real challenges to human survival.The root cause of global warming is mainly the greenhouse gas of CO2,so countries around the world face the daunting task of putting carbon emissions under control.Forests perform the carbon sequestration function of slowing down the pace of climate warming.Therefore,forestry carbon sequestration is considered the global strategic option for tackling climate change,and forest carbon sequestration is considered the primary carbon sequestration mechanism.Forestry carbon sequestration in China is a relative newcomer,yet it has caught up with the world forestry carbon sequestration though economic and industrial restructuring and the implementation of policies like energy conservation and emission reduction.Forestry carbon sequestration slows down global warming and enables forests to produce ecological and social benefits.But note that the random,large-scale planting of carbon sequestration forests may create ecological and economic hazards.Therefore,multi-faceted project risk assessment is particularly important to the planting of carbon sequestration forests.
